Preheat your oven to 350°F (175°C). Grease and line your muffin tin with cupcake liners.
In a bowl, melt the butter and add sugar, stirring until combined.
Mix in the eggs one at a time, followed by vanilla extract.
Sift in cocoa powder and mix until just combined.
Pour the brownie batter into the cupcake liners, filling each about halfway.
In another bowl, beat the cream cheese until smooth, then add powdered sugar and vanilla extract, mixing until combined.
Spoon the cream cheese mixture on top of the brownie batter in the muffin tin.
Bake for 20-25 minutes or until the edges are set. Remove from the oven and let cool.
Once cooled, top with chocolate chips and whipped cream before serving.
