Preheat Your Oven
Preheat the oven to 350°F (175°C). Lightly grease a 9x13-inch baking dish.
Cook the Ground Beef
In a large skillet over medium heat, cook the ground beef with the chopped onion and garlic until the beef is browned and the onions are softened. Drain any excess fat.
Combine the Ingredients
In a large mixing bowl, combine the cooked ground beef mixture, cooked rice, cream of mushroom soup, tomato sauce, sour cream, garlic powder, onion powder, paprika, salt, and pepper. Mix until well combined.
Assemble the Casserole
Spread the mixture evenly into the prepared baking dish. Sprinkle the shredded cheddar cheese evenly over the top.
Bake
Bake in the preheated oven for 25–30 minutes, or until the cheese is melted and bubbly.
Serve
Remove from the oven and let the casserole cool for a few minutes. Garnish with chopped parsley if desired, and serve warm.
